Beacon Bluff | 3M Company’s Former Headquarters

Loucks successfully managed the brownfield redevelopment of 3M Company’s former world headquarters, located in Saint Paul, MN, into Beacon Bluff Business Center. This 61-acre site represents the largest brownfield redevelopment the Saint Paul Port Authority has undertaken in 30 years.

The brownfield redevelopment process included the demolition of 1.7 million square-feet of industrial and office buildings at the site, abatement of asbestos and hazardous materials, site soil contamination remediation, geotechnical correction of site soils to support new commercial buildings, new road construction, and the installation of new watermain, storm sewer and sanitary sewer infrastructure. The project also included “beneficial use” of demolished building materials, and the installation of a Next Generation stormwater system to meet sustainability goals for redevelopment.
