Loucks worked with the Saint Paul Port Authority to redevelop 3M’s former 46-acre Saint Paul campus. This project is the largest redevelopment project in the Port Authority’s 80-year history. Loucks was responsible for the oversight of the following: master planning; community involvement; historical review; environmental and geotechnical investigation; boundary and title analysis; demolition; utility removal and relocation; street design and construction; and site preparation.

Key relevant survey-related tasks included: complex title analysis | original railroad right-of-way determination | charting and defining dozens of easements for release | tracking street vacations and CINUs for many blocks of streets and alleys | coordinating street vacations, releases, CINUs and resolutions among the attorneys, title company, city real estate department and public works | formulating the structure of items needed to be included in a quiet title action and managing its completion | organizing and mapping all street vacations and preparing a matrix of all CINU’s that have been done and those that need processing before platting | preparing Preliminary Plat and Final Plat to implement the property reconfiguration.
