This project was the first leg of the Phalen Corridor redevelopment process. Loucks initially conducted all land and title surveying for the Westminster Junction Bridge at the west end of Phalen Boulevard. Lying just east of the bridge and running for the next half-mile to the east is Westminster Junction Business Center. The project involved the assembly of many historic parcels and abandoned railroad right-of-ways into a composite business park. Loucks solved a variety of difficult historic boundary and railroad issues.
Several dozen vacations and CINUs were tabulated and tracked for completion to meet an aggressive development schedule. Unexpected title issues and significantly early purchase agreements arose during the project and Loucks worked around the clock to meet changing schedule deadlines and keep sales on-track.
