Construction inevitably uncovers items which are unknown at the time of bidding. The majority of these items may be handled with a unique unit prices bid. In conjunction with the Saint Paul Port Authority, Loucks created a Change Order Documentation (COD) form to evaluate and summarize construction costs, construction schedule, agency approval and future development impacts.
