Founded in 1976 by planner Tom Loucks, our firm has a rich planning history, specifically as it relates to comprehensive planning. We have had the pleasure of working with and learning from townships and cities of all sizes and demographics, including Columbia Heights, Dayton, Detroit Lakes, Hopkins, Minot (ND), Plymouth and West Saint Paul. The 2013 acquisition of Saint Paul planning and landscape architectural firm Sanders Wacker Bergly, Inc., enhanced the breadth and depth of our offerings.
Loucks is committed to the public participation process, which gives the community a sense of ownership when the time comes to implement the plan. We combine stakeholder input with our experience to design plans that give cities the ability to remain nimble while meeting long-term goals. Specifically, Loucks’ team of experts is available to help your city:
- Manage public participation processes that include broad-based steering committees and subcommittees for each element of the comprehensive plan, including community open houses and community surveys.
- Define vision, goals and policies for future land use plan.
- Navigate Metropolitan Council THRIVE 2040 plans and policies for your specific community.
