The Phalen Corridor redevelopment in Saint Paul clearly illustrates Loucks’ expertise in boundary and topographic surveys, as well as utility and title analysis. The Phalen Corridor was, and is, one of the major inner-city redevelopment and brownfield reclamation projects in the country. It involved nearly $600 million in public and private funding and included a 2.5 mile industrial/commercial boulevard, a $6.5 million bridge over one of the busiest railroad intersections in the Twin Cities, a 40 acre business park and numerous other redevelopment sites along its length.

The Loucks team initially oversaw the surveying and title analysis for the easement and parcel acquisitions necessary for the Westminster Junction Bridge and for platting the Westminster Junction Business Park. In the central segment of the corridor, Loucks performed extensive construction surveying tasks related to the investigation and remediation of hazardous materials and soils.

During the final stages of the project, Loucks completed surveying and title review for the acquisition of parcels for 2.5 miles of industrial boulevard. Loucks oversaw the review of hundreds of parcel descriptions, license agreements, easements, railroad maps dozens of utility records, recorded plats and numerous historic surveying records.

The Phalen Corridor project extended over eight years. Many critical deadlines were met that were thought, at times, to be impossible. The result is a city revitalization project of tremendous importance for the City of St. Paul.
